Numbers 9 to 18 Duke Street in Tavistock (formerly Listed as 3-18 Duke Street) were built in 1860 by the Bedford Estate as a purpose built row of shops leading through to the Pannier Market and adjoining Town Hall. Three storeys of Hurdwick stone with yellow brick dressings. Slate roof with five gables, three with kneelers. 23 windows in all, most are paired sashes. Ground floor retains most of the original arched shopfronts divided by octagonal piers. Three three-centred arched passageways through to the Pannier Market building. Rear elevation has penticed verandah supported on iron columns.

The mid 19th century saw a major redevelopment of Tavistock take place as the 7th Duke of Bedford ploughed back some of his huge profits from mining enterprises into new buildings. In the 1850s-60s old streets and houses were cleared to be replaced by the Town Hall, the Pannier Market and new shops along a widened thoroughfare called Duke Street. The distinctive green Hurdwick stone used for much of the new construction was quarried just to the north of the town.
