Range of information available:

Records of archaeological sites and monuments, finds and historic buildings, developer-funded interventions and research reports, an extensive AP collection for the entire county, and a complete collection of the primary county journal, Transactions of the Cumberland & Westmorland Antiquarian & Archaeological Society, from 1900 onwards.
The HER is open by prior appointment only.  Consultation is free, but charges are made for Officer time for commercial searches.  Pay and display parking is available.
