Designation Decision Records (De-listed entries)

Designation Decision Records

Designation Decision Records comprise three types of entry. The first are those for buildings or sites which have been de-listed and therefore have been removed from the National Heritage List for England (NHLE), the second are those building or sites for which Historic England has carried out a listing assessment which resulted in a decision not to list and the third are those buildings for which Historic England has carried out a Certificate of Immunity from Listing (COI) assessment which resulted in a decision to issue a COI. COI entries are valid for a period of five years after which they are removed from the NHLE. These expired COIs can be viewed in this section.

These records only reflect decisions made since 12 November 2012. Records removed from the NHLE before this date, together with records for buildings and sites assessed but not designated before this date, are not available to view on the Heritage Gateway.

De-listed entries

Following consideration of a proposal to remove a listed building, scheduled monument or protected wreck site from the NHLE, Historic England makes a recommendation to the Secretary of State for Digital, Culture, Media and Sport who then makes the decision. If the recommendation is approved, the List Entry is then removed from the NHLE and can be viewed on the list of de-designation decisions on the Heritage Gateway. Historic England takes the decision on whether to de-designate a park, garden or battlefield.

Non-designated entries

If a building or site is assessed and a decision taken not to add it to the NHLE, a record of it can be viewed on the Heritage Gateway. The Secretary of State for Digital, Culture, Media and Sport takes the decision as to whether to designate a building, monument or wreck site, based on Historic England's recommendation, whereas for parks, gardens and battlefields Historic England takes the decision as to whether to designate. There are two types of report for non-designated entries - those for which a full assessment was undertaken, and those for which a desk-based assessment was carried out, during which the asset was discovered not to be of designation-worthy quality.

Expired Certificate of Immunity from Listing entries

Following consideration of a request for a Certificate of Immunity from Listing (COI), Historic England makes a recommendation to the Secretary of State for Digital, Culture, Media and Sport who then makes the decision. If the recommendation is approved, the COI is published on the NHLE. The COI is valid for five years after which it is removed from the NHLE and can be viewed on the list of designation decision records on the Heritage Gateway.
