The photograph shows a possible Rememberance Day parade. This could be during the Second World War or just after, as the air raid shelter is still in Palace Avenue (although the entrance is boarded up). The letter EWS {on the end of the shelter) tells us that there was an "emergency water supply" nearby and older people remember them as "static water tanks".
