The properties in the area of the Flavel Centre appear to originate from reclamation leases granted by the Corporation of Dartmouth in the 17th century. A lease of 1655 granted this property to Alexander Staplehill as 'one of his tenements at The Foss'. In 1841 the site belonged to Thomas Cholwich who was a druggist. In 1844 it was described as 'messuage tenement courtlage and quay'. Later in the 19th century another episode of reclamation began, and what had been waterfront properties became isolated from the water, leading to a change of use. By 1924 the property had become a garage, then was incorporated into the new church hall, completed in 1954. Map object based on this source.

Groundworks for construction of the Flavel Centre exposed a layer of crushed shale, which probably represents levelling or the upper boundary of a reclamation horizon. Truncated rubble walls revealed probably relate to the 19th century Congregational Chapel. No finds were recovered.

6 Foss Street, a shop with house above, is probably 18th century with possibleolder origins. It has a 17th century thick right-hand side wall, projecting into the street as the upper floors corbel out for jettied upper storeys. It belonged to one of Dartmouth's finest 17th century merchant's houses which was destroyed in a bombing raid in 1943. Foss Street follows the line of a medieval dyke which dammed a tidal creek and included a tidal mill. The mill pool was filled in and developed around 1820-30, although houses were built along the Foss from the 17th century onwards.
